Today, I take pride in declaring nearly $2.5 billion in security support for Ukraine, as the Ukrainian population persists in safeguarding their sovereignty and liberty against Russian hostility.

Since Russia intensified its offensive against Ukraine in February 2022, the United States has united the globe to back the Ukrainian citizens, and it has been a primary goal of mine to furnish Ukraine with the assistance it requires to succeed. The announcement made today—which encompasses an extra $1.25 billion drawdown package for the Ukrainian armed forces and a $1.22 billion Ukraine Security Assistance Initiative (USAI) package—augments this endeavor and will equip Ukraine with both an immediate surge of capabilities that it continues to employ effectively on the battlefield and long-term provisions of air defense, artillery, and other vital weapon systems.

As I pledged earlier this year, the Department of Defense has now allocated all remaining USAI funds appropriated by Congress in the supplemental that I signed in April, and my Administration is fully utilizing the financing allocated by Congress to facilitate the drawdown of U.S. equipment for Ukraine. I have instructed my Administration to persist in providing as much aid to Ukraine as swiftly as possible—including the drawdown of older U.S. equipment for Ukraine, expeditiously delivering it to the battlefield, and subsequently revitalizing the U.S. defense industrial base to modernize and restock our inventories with new weapons. The Department of Defense is currently delivering hundreds of thousands of artillery shells, thousands of missiles, and hundreds of armored vehicles that will bolster Ukraine’s strength as it approaches winter. At my directive, the United States will continue to strive unceasingly to enhance Ukraine’s position in this conflict for the remainder of my tenure in office.
