A Russian individual apprehended for supposedly operating a travel agency catering to gay clients was discovered deceased in custody in Moscow, reported the rights organization OVD-Info on Sunday, amidst a crackdown on LGBTQ+ rights within Russia.
As per OVD-Info, which monitors political arrests, Andrei Kotov — the head of the “Men Travel” agency — was charged with “organizing extremist activities and partaking in it.”
OVD-Info stated that an investigator notified Kotov’s attorney that her client had died by suicide early Sunday while in pretrial detention and was subsequently discovered dead in his cell.
Priorto Kotov’s passing, the independent news organization Mediazona reported earlier this month that Kotov had denied the accusations and stated in court that law enforcement personnel assaulted him and administered electric shocks during his capture, despite not resisting.
Just over a year prior, Russia’s Supreme Court effectively prohibited any LGBTQ+ activism in a decision that categorized “the international LGBT movement” as extremist. According to Human Rights Watch, the court charged the “LGBT movement” with provoking social and religious unrest. This action put anyone within the community or associated with it at risk of criminal charges and incarceration, creating a climate of fear and harassment.
The LGBTQ+ community in Russia has faced legal and societal pressure for more than ten years, but the situation has intensified since the Kremlin deployed troops to Ukraine in 2022. Russian leader Vladimir Putin has claimed that the conflict is a proxy war with the West, which he alleges intends to dismantle Russia and its “traditional family values” by advocating for LGBTQ+ rights.
Last month, Putin enacted legislation prohibiting the adoption of Russian children by individuals from countries where gender transitioning is permitted.
In 2022, a law was enacted by the lower chamber of Russia’s legislature that prohibits so-called “propaganda of non-traditional sexual relations” for both adults and minors.
