Upon the request of the Governor, FEMA has provided North Carolina an extension allowing local governments and specific non-profit entities to apply for public assistance until February 6, 2025. Public Assistance offers supplementary grants to government units and certain categories of private non-profit organizations, including places of worship, enabling communities to recover from Tropical Storm Helene.

Government entities, qualified private non-profits, and places of worship can submit applications for Public Assistance grants at Home | Grants Portal. Once the application is submitted, FEMA along with officials from North Carolina Emergency Management will assess the submitted documentation and reach out to the organization.

For Tropical Storm Helene, 39 counties and the Eastern Band of Cherokee Indians qualify for debris removal and emergency protective measures. This initiative is financed 100% by FEMA until March 27, 2025, which is 180 days following the disaster declaration on Sept. 28, 2024. To determine if your county has been designated for FEMA Public Assistance grants, check Designated Areas | FEMA.gov .

Every county qualifies for the Hazard Mitigation Grant Program. Application forms can be found here: Hazard Mitigation.

Furthermore, 28 counties along with the Eastern Band of Cherokee Indians are eligible for permanent work that can rehabilitate or construct roads and bridges; water and waste treatment facilities; public structures such as fire stations and municipal buildings; in addition to utilities, parks, and other community amenities. These projects need to be finalized within 18 months following the emergency declaration. Discover more regarding the PA program at Public Assistance Resource Library | FEMA.gov .
