Judicial Accountability: The Case of Alexei Gorinov’s Unjust Detention

The United States is imposing today sanctions under the Global Magnitsky sanctions program against Olesya Mendeleeva for her involvement in the arbitrary detention of Moscow city councilor and human rights advocate Alexei Gorinov. In July 2022, Mendeleeva sentenced Gorinov to seven years of imprisonment as part of an effort to suppress dissent regarding Russia’s conflict with Ukraine. During his detention, he has endured physical violence and has been denied medical care.

The United States expresses its support for the Russian populace, who confront threats, violence, retaliation, and imprisonment from authorities of the Russian Federation for asserting their human rights and fundamental freedoms in their homeland. We demand Gorinov’s immediate and unconditional release as well as the liberation of all those whom the Russian Federation has detained arbitrarily. We remain dedicated to fostering accountability for grave human rights violations in the Russian Federation.

The Department of the Treasury’s sanction measures taken today were executed under Executive Order 13818, which enhances and carries out the Global Magnitsky Human Rights Accountability Act and focuses on those responsible for serious human rights violations worldwide.
