Pittsburgh’s North Shore Set to Transform with a $600M Vibrant Mixed-Use Lifestyle Destination

The 15-acre initiative will revitalize long-overlooked industrial territory into a riverside community, generating 7,100 positions

PITTSBURGH (January 9, 2025) – Plans for development have been sanctioned for a $600 million mixed-use lifestyle hub on Pittsburgh’s North Shore that will convert 1.7 million square feet of riverfront industrial land. Located at the crossroads of West North Avenue, Kroll Drive, and Route 65 in downtown Pittsburgh, it is projected to support 7,100 jobs over its six-year, two-phase project timeline.

Crafted by Piatt Companies and translating to “promenade over water,” the Esplanade project will enhance connections with surrounding communities, nature, and waterways, while providing modern conveniences. The initiative will include over 400 apartments, with 20% designated as affordable housing, more than 105 condominium units, a hotel with 225 rooms and event facilities, 1,600 feet of riverfront access, and communal features such as an aquarium, grocery market, museum, splash pad, walking trails, public art installations, and a 50-meter Ferris wheel.

The Esplanade will create further regional advantages through tax income and employment opportunities, aiding vital sectors alongside public and household fiscal growth. It is anticipated to yield $75.3 million annually post-completion, coupled with $58.1 million in one-time tax revenues during the construction phase.

Moreover, the project utilizes special financing mechanisms, including Transportation Revitalization Investment Districts (TRID), to connect transport enhancements with land development. By upgrading regional infrastructure and boosting access, the Esplanade is poised to benefit neighboring communities and act as a stimulant for ongoing growth and accessibility in the region.
This development announcement follows Governor Shapiro’s proposal of a 10-year, $600 million strategy to revamp Pittsburgh Downtown—right across the river from the North Shore Esplanade location. The downtown area will also incorporate improvements to public spaces, safety, and expanded cultural programming.
