Innovative Intra-County Travel Initiative for Maui Student-Athletes Takes Shape

A three-year pilot initiative for travel aimed at student athletes in Maui County would be set up and overseen by the state Department of Education under a measure introduced by Rep. Mahina Poepoe (Moloka‘i, Lāna‘i, Kaho‘olawe, a section of Kahului, Ha‘ikū, Pe‘ahi, Huelo, Nāhiku, Hāna and Kīpahulu).

House Bill 88 proposes as-yet-unnamed funding for the initiative that would cover intra-county travel expenses for Maui County’s student athletes.

The bill’s unveiling includes a discovery by the Legislature that “the advantages of providing students with chances to engage in athletics extend beyond enhanced physical wellness. Numerous studies have indicated that student athletes often achieve higher academic performance in comparison to non-athletes and have suggested that participating in sports enhances discipline and time management, leading to better grades, graduation rates, and career prospects.”

Research indicates that student-athletes enjoy improved mental health and report lower levels of stress, anxiety, and depression as well as greater emotional well-being.

The legislative finding also notes that Maui County athletes confront “distinct and onerous challenges” when participating in athletic events within the county, which encompass air and sea travel as well as access to adequate accommodations.

The measure stipulates that the Department of Education must present a report of its findings and suggestions regarding the pilot initiative no later than 20 days prior to the start of the legislative session in 2028.

If enacted, the bill would become effective on July 1 and would expire on June 30, 2028.
