Decoding the UN Security Council’s Decision on Renewing Libya Sanctions: A Comprehensive Overview

The United States wishes to convey its gratitude to Council members for this resolution aimed at reauthorizing the mandate of the UN Libya Panel of Experts, which provides evidence-based, autonomous evaluations, analyses, and recommendations regarding the enforcement of UN sanctions on Libya.

We appreciate the adjustment of the arms embargo as sought by Libya to foster east-west security integration. Advancements towards military unification and the broader re-establishment of Libyan institutions are essential for reinforcing Libyan sovereignty and avoiding Libya’s entanglement in regional disputes.

Political and security stakeholders in Libya from all areas endorse the principle of improving the integrity of Libya’s borders and bolstering Libyan counterterrorism capabilities through cooperation with nations that have shared interests.

We also commend the inclusion in this resolution of an exception to the Libya arms embargo for vessels and aircraft to deliver goods or to facilitate activities beyond the scope of the arms embargo — most crucially, to provide humanitarian aid.

We are pleased that the Council has revised the criteria for designating individuals and entities that destabilize Libya through the unlawful extraction and export of oil. Fuel smuggling is resulting in the substantial transfer of Libyan resources outside the nation. For the benefit of the Libyan people, theft and corruption must be confronted.

The United States is devoted to the citizens of Libya and intends to collaborate closely with the Libyan government, fellow Council members, and all relevant parties to foster peace and prosperity for Libya and the surrounding region. Thank you.
