SIRT Investigating Officer Concerned Capturing in Regina | Information and Media

On Friday July 18, 2025, at roughly 10:30 a.m., the Saskatchewan Serious Incident Response Team (SIRT) acquired a notification from the Regina Police Service (RPS) concerning an officer-involved capturing that had simply taken place in Regina. 

SIRT’s Civilian Executive Director accepted the notification as inside SIRT’s mandate and directed an investigation by SIRT.

On the morning of July 18, plainclothes members of RPS have been engaged in a murder investigation. At roughly 10:08 a.m., members noticed a 29-year-old male on a bicycle who was needed in reference to the investigation. The members requested different RPS models attend the world to help with re-locating the male after contact had been misplaced. At roughly 10:12 a.m., the male was situated by plainclothes members of RPS within the alley between Garnet Street and Athol Street north of eighth Avenue. Two plainclothes members of RPS exited separate unmarked police automobiles and a confrontation came about between the male and police. During that confrontation, members issued verbal instructions to the male. One plainclothes member of RPS discharged a single spherical from a service pistol, hanging the male. 

RPS instantly known as EMS to attend the scene as further police assets arrived and assessed the male’s accidents. EMS arrived on the scene at roughly 10:17 a.m., and assumed duty for the male’s care, announcing him deceased at roughly 10:19 a.m. 

Following the notification, a SIRT group consisting of the Civilian Executive Director and 4 SIRT investigators deployed to Regina to start their investigation. A reproduction firearm was recovered from the scene and has been seized as an exhibit in SIRT’s investigation. 

SIRT’s investigation will look at the conduct of police throughout this incident, together with the circumstances surrounding the male’s loss of life. RPS will keep duty for the investigation that introduced police into contact with the person. As a part of the continuing investigation, SIRT is asking anybody who immediately witnessed or might have video of the incident to contact SIRT at sirt@gov.sk.ca.

SIRT’s mandate is to analyze alleged circumstances of great harm, loss of life, sexual assault or interpersonal violence arising from the actions or omissions of on and off-duty law enforcement officials, or whereas a person is in police custody.
