The UK condemns assaults in opposition to civilians by armed teams reminiscent of ADF and M23 in jap DRC: UK assertion on the UN Security Council

I’ll make three factors.

First, the United Kingdom commends Qatar, the African Union and the United States for his or her management and facilitation of negotiations between the events in the DRC. 

We welcome the second assembly in Washington DC this month on the Joint Security Coordination Mechanism between the DRC and the Republic of Rwanda. 

We urge all events to proceed to interact in negotiations in good religion to safe a sturdy political resolution. 

The events should implement their commitments in full, and adjust to Council decision 2773. This contains the withdrawal of Rwandan Defence Forces from DRC’s territory.

Second, we condemn violence by armed teams in jap DRC. 

Recent months have seen a big improve in assaults in opposition to civilians, notably by the hands of ADF and M23. 

The sharp improve in sexual violence in 2025, as set out within the Secretary-General’s reporting, is especially regarding. 

We urge all events to guard civilians and to facilitate humanitarian entry to susceptible populations in accordance with International Humanitarian Law. 

The UK is proud to proceed supporting humanitarian efforts in jap DRC via the supply of roughly $80m of lifesaving help this monetary 12 months.

Third, the United Kingdom emphasises its full help to MONUSCO and its mandate agreed by this Council. 

Continued obstructions to MONUSCO’s operations, notably in areas occupied by M23, are unacceptable. 

We encourage all States to clarify to M23 and all events, that Council selections have to be complied with. And we encourage continued reporting by the SRSG on progress in direction of resolving restrictions on MONUSCO’s work.
