Oldham Council is asking residents to share their views on plans to introduce new guidelines for shared housing.
The proposal is to herald a borough-wide Article 4 Direction, which might imply that changing a traditional home (Use Class C3) right into a small House in Multiple Occupation (HMO) with as much as six residents (Use Class C4) would wish planning permission.
If the plan is agreed, the Article 4 Direction will come into impact on 1 January 2026 (or a later date if wanted). From then on, some of these conversions will now not occur robotically beneath permitted improvement rights. The council will be capable of have a look at every software and resolve whether or not it’s proper for the realm.
Councillor Elaine Taylor, Cabinet Member for Neighbourhoods mentioned: “This Article 4 Direction will be an important planning tool for the council. It will allow us to think carefully about how a proposed HMO could affect the local area and community before granting permission. This way, we can help make sure new HMOs are good quality and in the right places.”
