“Justice Served: Michigan Gaming Control Board Shuts Down Illegal Gambling Ring in Flint”

DETROIT, Jan. 16, 2025 — The Michigan Gaming Control Board (MGCB) has revealed the successful prosecution and sentencing of five individuals implicated in managing an unlawful gambling establishment at the Hot Spot Skill Arcade, situated at 5542 Fenton Road in Flint.

The accused were charged with operating an unauthorized gambling venture that included 41 casino-style gaming machines. Customers who utilized the machines accumulated points for their victories, which could then be exchanged for Visa gift cards—all in contravention of Michigan’s gaming regulations.

“We express our gratitude to Michigan Attorney General Dana Nessel and her team for their relentless efforts in holding accountable those responsible for this illegal gambling operation,” stated MGCB Executive Director Henry Williams. “This legal action underscores the dedication of the MGCB and our law enforcement associates to maintain the integrity of legitimate gaming in Michigan and to ensure that individuals are held liable for breaching our laws.”

The following individuals were employees at the Hot Spot Skill Arcade who permitted customers to gamble on the computers after obtaining their personal details and payments. They received sentencing concerning their roles in this illicit operation:

• Michael Bixby, 48, of Holly, was sentenced to 24 months of probation, a $130 fine, $318 in fees and court costs, and the forfeiture of associated items.
• Jeffrey Ladd, 52, of Ortonville, was sentenced to 18 months of probation, required to pay a $130 fine and $68 in fees and court costs, and to forfeit various items connected to the operation.
• Victoria Adams, 64, of Flint, received a sentence of 6 months of probation, a $130 fine, $318 in fees and court costs, and to forfeit items related to the illicit operation.
• Michelle Teall, 58, of Holly, was sentenced to 6 months of probation, a $130 fine, and $68 in fees and court costs.
• Courtney Thompson, 57, formerly of Fenton, received a sentence of 6 months of probation, a $130 fine, $68 in fees and court costs, and the forfeiture of items. His probation may be transferred to his current residence and place of employment in Indiana.

Bixby, Ladd, Adams, and Thompson were all sentenced on Monday, Dec. 2, 2024, in the 7th Judicial Circuit Court in Flint, while Teall’s sentencing occurred on Monday, Dec. 16, 2024. Both Bixby and Ladd pleaded guilty to one count of conducting a gambling operation without a license (a 10-year felony), while Adams, Teall, and Thompson each pleaded guilty to one high court misdemeanor of maintaining a gambling house for profit (a 2-year misdemeanor).

The MGCB is devoted to preserving a safe and lawful gaming environment in Michigan and will continue collaborating with the Attorney General’s Office and various law enforcement agencies to combat and address illegal gambling activities.
