Croydon Council Amplifies Efforts to Protect Homeless Amidst Winter’s Chill

The Severe Weather Emergency Protocol (SWEP) has been triggered today in Croydon to assist rough sleepers amid freezing temperatures. SWEP is an emergency initiative implemented citywide by the Greater London Authority (GLA).

This ensures that rough sleepers are provided safe shelter when the climate becomes perilous. Supporting rough sleepers is a key focus for Croydon Council, and SWEP is one method the council employs to safeguard individuals.

The council offers a variety of support for rough sleepers throughout the year. This comprises a 28-day assessment center with 15 bed spaces and a service dubbed ‘Somewhere Safe to Stay,’ which aids individuals transitioning off the streets. Emergency accommodation featuring 18 beds is also accessible, including a guesthouse designated for vulnerable female rough sleepers.

The Housing First initiative supports rough sleepers in locating stable residences with additional assistance, utilizing eight properties. Furthermore, the council operates a private rented sector service to assist rough sleepers in finding reasonably priced housing.

The outreach team and the council’s rough sleeping team are central to this effort. They serve as the primary point of contact for engaging with rough sleepers, reviewing the council’s database, and referring individuals to appropriate accommodation when necessary. Many rough sleepers are already familiar to the outreach team or have previously collaborated with other partner services.

As part of SWEP, the council collaborates with its partners to ensure that anyone at risk of rough sleeping receives support. This marks the second activation of SWEP this winter, with the first occurring in November when the council accommodated 29 individuals with safe and warm places to reside.
