This morning, two high-ranking defense officials informed the press that Secretary of Defense Lloyd J. Austin III plans to bring together the leaders of the eight capability coalitions from the Ukraine Defense Contact Group during the forthcoming 25th UDCG meeting at Ramstein Air Base in Germany, to strategize Ukraine’s defense capabilities supporting the development of a credible deterrent force through 2027.







The UDCG, which Austin established in response to Russia’s unprovoked invasion of Ukraine on February 24, 2022, consists of approximately 50 nations that convene regularly to discuss Ukraine’s security requirements.

Within the broader UDCG, there is a coalition leadership group made up of eight capability coalitions. Each coalition addresses a specific aspect of Ukraine’s military capacities and is co-led by at least two distinct NATO nations.

“We are highly confident that the [group’s] multilateral framework, which was fully integrated from the beginning by Secretary Austin [due to] his unwavering commitment to multilateral initiatives [and] also his respect for the capabilities of the European nations involved … allowed us to accomplish more collaboratively with those aid capability coalitions than we could have individually,” one of the officials stated.







“What the future holds for those coalitions … is one of the reasons why the coalition leadership group will assemble at the ministerial level to establish a robust foundation for their future,” the official continued.

“I cannot predict what the incoming administration will determine concerning its role [within the UDCG], but I possess a strong belief in European commitment … capability … experience and steadfast faith in the mission, and [I’m] confident that those capability coalitions will persist in one form or another,” the official added.

Reiterating the first official’s perspective, the second senior official noted that, although the 25th UDCG will mark Austin’s final session, the Defense Department is not “sunsetting” the group, and its work will carry on.

“Due to the multilateral efforts, because of the capability coalitions and everything we have achieved, [the UDCG] will continue in some capacity moving forward, I believe, irrespective of how the next team chooses to pursue it,” the official concluded.

Since its inception in April 2022, the U.S., alongside its allies and partners, has pledged over $126 billion in security support to Ukraine.

The 25th UDCG is set to occur on Thursday.
