To enter into a contract for the privilege of serving as a lottery gaming facility manager or a racetrack gaming facility manager, such manager must submit a written and irrevocable consent to the secretary of state of this state, allowing for any action or garnishment proceeding to be initiated against that manager in the appropriate court of any county within this state, through service of process on a resident agent, and stipulating and agreeing that such service shall be considered valid and binding as if it had been made directly upon that manager.
