Thank you, Mr. President. SRSG Salvador, I appreciate your briefing and the BINUH team’s dedication in Haiti. Additionally, I extend my thanks to UNODC Executive Director Waly for your remarks.

It is evident from these updates that Haiti continues to encounter substantial hurdles in governance and security.

The transitional administration should emphasize governance over conflicting personal and political priorities. This is not the moment for political discord.

We urge the Transitional Presidential Council to persist in collaborating with BINUH to facilitate the political transition and serve the people of Haiti. This collaboration includes establishing the prerequisites for equitable and transparent elections.

We strongly advocate for Haitian initiatives focused on tackling corruption claims and fostering transparency and accountability. Such actions are vital for the transitional government to uphold the confidence of the Haitian populace.

Ensuring that women and youth actively engage in the political process is also crucial, and we encourage BINUH to maintain its efforts in this area.

Regarding security, gang violence is widespread. Coordinated assaults by gangs have displaced tens of thousands of residents from their homes and continue at disturbingly high levels, encompassing targeted killings, mass rapes, abductions, forced recruitment, exploitation, and trafficking of children by gangs.

The United States denounces the persistent assaults and the escalation of gang violence in Port-au-Prince and across the nation. Gang savagery continues to terrorize the Haitian citizens, disrupting essential support, including humanitarian aid.

Colleagues, in September, the Security Council designated Prophane Victor and Luckson Elan for asset freezes and travel bans.

We commend the efforts of the MSS, led by Kenya, in supporting the Haitian populace to stabilize the situation, and we encourage international contributors to enhance their funding support. Now more than ever, improvement in the security landscape is imperative.

Working closely with the HNP, the MSS mission has aimed to safeguard residents in various regions, repel gangs, confiscate weapons, and eliminate several gang members.

We welcome the thorough evaluation that the UN is presently conducting. We anticipate the Secretary-General’s report on the comprehensive array of options regarding the roles the UN could assume to address the crisis.

In our efforts, the United States is employing every resource at our disposal and collaborating closely with BINUH, the Haitian government, the MSS mission, and the international community to propel progress forward.

To assist the people of Haiti amidst this multi-faceted crisis, the nation requires humanitarian support for immediate life-saving services.

We urge all parties involved to respect humanitarian organizations, which are present in Haiti to impartially deliver emergency food provisions, healthcare, and other life-saving assistance to those in need.

Mr. President, to conclude, the Haitian populace must be assured security and freedom to participate in daily activities without apprehension – whether attending work, school, or places of worship.

The United States remains resolute in aiding the Haitian people in attaining the peace, security, and prosperity they deserve.
