FORT RILEY, Kan. (WIBW/Gray News) – A Kansas National Guard member has been arrested and charged with trying to violate the Export Control Reform Act.
According to the U.S. Dept. of Justice (DOJ), officers arrested Canyon Anthony Amarys, 28, of Alamogordo, New Mexico, on Tuesday, Oct. 28.
Officials say Amarys allegedly agreed to take footage of a Fort Riley army set up and acquire a helicopter radio for the Russian army.

Officials mentioned that Amarys had an alleged in-person assembly with a suspected Russian intelligence agent. He signed a one-page settlement to verify his covert relationship with a Russian intelligence service.
The DOJ said that as a part of the settlement, Amarys would {photograph} a army set up on Fort Riley, Kansas, and get a helicopter radio to be used by the Russian army.
The DOJ added that in March 2025, Amarys bought the helicopter radio and traveled to Kansas to retrieve it and ship it to a person in Romania.
Under U.S. export legal guidelines and rules, the export of this managed merchandise with out a license from the U.S. Department of Commerce was illegal.
The FBI Kansas City area workplace is investigating the case. The U.S. Army Counterintelligence Command, the Kansas National Guard, the Department of Commerce – Bureau of Industry and Security, and the U.S. Postal Inspection Service are helping.
