Council appoints new members to the Advisory Planning Commission
Council extended congratulations to the newly appointed members who will serve on the Advisory Planning Commission (APC) for the forthcoming three years, with terms concluding on Dec. 31, 2027:
- Tina Bisson
- Jeff Bjorgan
- Terri Lam
- Kimberly Roger
- Jenelle Salanguit
- Michael Warkotsch
- Lisa Wilson
Council expressed gratitude to the new commission members for their willingness to volunteer, everyone who showed interest and applied, and all past members of the APC.
Long-term borrowing sanctioned for City Hall Project
Council authorized the Municipal Security Issuing Resolution for $11 million, which represents the final phase in borrowing for the construction of City Hall. This resolution, along with the Loan Authorization Bylaw and relevant documents from 2020, will be sent to the Regional District of Central Okanagan to be integrated with their Security Issuing Bylaw. Once endorsed and approved by the Government of B.C., the temporary borrowing used during construction will be transformed into a 25-year loan through the B.C. Municipal Finance Authority. The repayment of the loan will be undertaken using the existing $700,000 annual contributions to the City Hall Reserve Fund, with no rise in taxes, as directed by Council.
2025 grants in aid sanctioned
Council endorsed cash grants in aid amounting to $116,558 to support non-profit organizations delivering services in our community, fulfilling the commitments outlined in 2024. Additionally, Council approved $36,797 for in-kind grants in aid, matching the amounts from 2024, which either waive or lower facility rental fees for community service organizations. These grants are provided alongside the ice rink, facility, and field rental discounts available to children and youth sports organizations.
Adoption of new Zoning Bylaw postponed
Council sought further information on the changes suggested in the new Zoning Bylaw 0320 and thus postponed its adoption. If passed, the new Zoning Bylaw would integrate recommendations from the Official Community Plan and Housing Strategy while considering methods to support the City’s swiftly growing population and housing goals. To discover more, please view the bylaw or explore the Zoning Bylaw webpage.
Amendment to zoning bylaw for Lakeview Village property postponed
The first three readings of a proposed Zoning Bylaw amendment for 911 Anders Road were also postponed as these would depend on the adoption of the new Zoning Bylaw 0320. The proposal suggests rezoning the property from Single Detached and Duplex Residential to the new Neighbourhood Centre Zone to allow for a six-story structure featuring 43 one-to-three-bedroom units along with ground-floor commercial space.
Rezoning of Westside Road approved
Council affirmed a Zoning Bylaw amendment for 1179 Westside Road, rezoning the upper 1.78 hectares of the 23-hectare property from Agricultural to Single Detached and Duplex Residential to enable a potential 15-lot subdivision. The proposal progressed under the existing Zoning Bylaw, and the amendment’s adoption was not contingent upon the new Zoning Bylaw being confirmed.
