Terms of Reference – Report into Younger Individuals and Work

Terms of reference

The Report will search to:

• perceive the drivers of the rise within the variety of younger people who find themselves Not in Education Employment or Training (NEET) and claiming well being and incapacity advantages, together with childhood expertise
• examine the basis causes of this rise in financial inactivity amongst disabled younger individuals and people with well being circumstances
• make suggestions for coverage responses geared toward growing alternatives for younger individuals

The Right Honourable Alan Milburn will writer the report and might be supported by a variety of voices with experience from the labour market and well being spheres.

Scope and goal

The Report might be taken ahead in two distinct phases:

1. A discovery section This will give attention to offering a prognosis on the rise within the variety of younger disabled individuals and people with a well being situation who’re NEET. Timings

The ‘discovery phase’ will conclude by Spring 2026, at which level the writer is anticipated to provide, and undergo the Secretary of State for Work and Pensions, an interim Report. 

The Report will then proceed into the answer section, with the Chair offering a full and remaining report by Summer 2026.
