Abstract

This research explores potential institutional ‘gaming’ behaviors amongst Italian universities throughout the context of the VQR 2020–2024 nationwide analysis analysis train. Using mixed-integer linear programming to simulate potential college reallocations throughout departments, we assess the extent to which strategic inside restructuring can have an effect on college efficiency outcomes. Results point out that universities with decrease baseline analysis scores have stronger incentives for inside reorganization.
